WHAT IS THE AIM OF THE AGREEMENT AND THE DECISIONS?

Decision 2012/279/EU concerns the signing of the framework agreement on behalf of the European Union (EU).

Decision (EU) 2016/2117 concludes the agreement on behalf of the EU.

The aims of the framework agreement include:

  • establishing cooperation bilaterally and in all relevant regional and international fora and organisations;
  • developing trade and investment between the parties;
  • establishing cooperation in all trade and investment-related areas of mutual interest, in a consistent and complementary manner with respect to ongoing and future regional EU–Association of Southeast Asian Nations initiatives;
  • establishing cooperation in the area of justice and security;
  • enhancing existing and encouraging new participation of both parties within subregional and regional cooperation programmes open to the participation of the other party;
  • raising the roles and profiles of the parties in each other’s regions.

KEY POINTS

The agreement is divided into titles covering different areas of cooperation.

  • Development cooperation, with emphasis on the millennium development goals and in the form of:
    • development and technical assistance in mutually agreed programmes and projects;
    • capacity building, such as through training courses, workshops and seminars, and joint research;
    • financing;
    • exchange of best practice on aid effectiveness.
  • Peace and security, with particular emphasis on combating:
    • the proliferation and delivery of weapons of mass destruction;
    • the illicit trade in small and light weapons;
    • terrorism.
  • Trade and investment issues including:
  • Justice, focusing on several issues including:
  • Socioeconomic development, with cooperation on issues such as:

A joint committee, with representatives of both parties, oversees the implementation of the agreement and the fulfilment of its objectives.

DATE OF ENTRY INTO FORCE

The agreement entered into force on 1 October 2016.
