Resolution on the EU’s Work Plan for cooperation in the youth field 2016-2018

SUMMARY

WHAT DOES THIS RESOLUTION DO?

A 2009 Council resolution sets out the frame for EU cooperation in the youth field for the 2010-2018 period.

This 2015 resolution details a specific EU work plan for youth for the 2016-2018 period, designed to provide better opportunities for young people in EU countries.

KEY POINTS

Building on the 2014-2015 Work Plan for Youth, the 2016-2018 work plan focuses on specific themes and EU actions.

Priority themes

  • 1.

    improved social inclusion of young people, taking into account the underlying EU values (democracy, the rule of law and fundamental rights);

  • 2.

    greater participation of young people in democratic life in Europe;

  • 3.

    easier transition of young people from youth to adulthood, in particular their integration into the labour market;

  • 4.

    support of young people’s health and well-being, including mental health;

  • 5.

    contribution to addressing the challenges and opportunities of the digital era for youth policy, youth work and young people;

  • 6.

    contribution to responding to the opportunities and challenges raised by the increasing numbers of young migrants and refugees in the EU.

Target groups

All actions to be implemented by EU countries and the Commission must be directed at all young people. There is particular emphasis on:

  • young people at risk of marginalisation,
  • those who are neither in employment, nor education or training (so-called NEETs), and
  • newly-arrived immigrants and young refugees.

Actions

A list of specific actions in line with the above priority themes are described in the Annex I of the resolution with a specific timetable for their implementation such as:
