Commission communication concerning trade between the European Community and Laos, and the entry into force of the provisions laid down in Commission Regulation (EEC) No 2454/93, as amended by Regulation (EC) No 12/97, relating to the definition of the concept of originating products, for the purposes of applying tariff preferences granted by the Community to certain products from developing countries (regional cumulation of origin, for countries which are members of the Association of South-East Asian Nations (ASEAN)) (98/C 381/04)

Article 72 et seq. of Commission Regulation (EEC) No 2454/93 (1), as amended by Regulation (EC) No 12/97 (2), provide for regional cumulation to apply, inter alia, to those countries which are members of the Association of South-East Asian Nations (ASEAN), in the context of the Community's rules of origin applicable to the Generalised System of Preferences (GSP).

In particular, Article 72b includes provision for the members of each of the regional groups mentioned to transmit, through the Secretariat of the regional group concerned, an undertaking to comply with the GSP rules of origin and to provide the necessary administrative cooperation with regard to certificates of origin Form A.

Laos, whose membership of ASEAN became effective on 23 July 1997, has provided such an undertaking, and the provisions for regional cumulation shall therefore apply to it from 1 January 1999.
