Finland implements ELI and ECLI in Finlex open data project

Finland has based themselves on the European Legislative Identifier (ELI) for laws and regulations and the European Case Law Identifier (ECLI) for court rulings in open data project.

All of Finland’s laws, regulations, and court rulings are available as open data on the Finlex portal. The information in the numerous legislation and case-law databases of Finlex can now be made available through various dissemination channels, such as mobile services, individualised information retrieval services and search portals.

The material contained in the Finlex open data service is available in machine-readable format that can be processed by other applications and information systems.

Making Finlex, the legal databank managed by the country's Ministry of Justice available as open data is part of Finland's programme to open up access to public sector information.

The Finlex legal databank was officially unveiled in March 2016.
