Italian government Gazette implements ELI

The web portal of Italy’s official journal of government records fully supports ELI — the European Legislation Identifier. Using ELI’s uniform resource identifiers makes it easier to consult and reuse the information that is published in the Gazzetta Ufficiale della Repubblica Italiana.

Persistent online identifier system boosts use and reuse of legal information

The Gazzetta began implementing the first pillar of the ELI framework, creating unique identifiers for legal acts published on the portal. In November 2015, the portal’s use of the ELI was extended, and the renewed website now implements all three pillars of the ELI framework systematically for all the legal acts published on the Italian Official Gazette. For each legal act also metadata encoded using ELI ontology and resource description framework in attributes (RDFa) are offered. ‘The updated portal now keeps track of the associated transposition of European Directives into Italian legal acts’, says the Istituto Poligrafico and Zecca dello Stato, who is responsible for the publication of the Italian government Gazette.

The portal automatically creates ELI identifiers for each directive. These are then associated to the corresponding legal acts and other resources published in the government Gazette.

Fully automatic

Switching to ELI’s well-ordered system for identification of legal documents and information, allows website visitors and computers to recognise legislation and other legal information published in official journals and legal gazettes. ELI’s identification and metadata standard helps information to be processed automatically, making the exchange of information faster and more efficient.

IT architects working for the Italian government started implementing the ELI following a workshop in October 2015. ‘We defined a roadmap, a step-by-step approach to implement all three of the ELI pillars, on unique resource identifiers, metadata and xml-based documents’, they said.
