ELI at the ISA2 Mid-Term Conference in Brussels (December 2018)

The European Legislation Identifier (ELI) initiative’s progress, achievements and further development were presented at the ISA2 Mid-Term Conference on 29 November 2018 in Brussels. The ISA2 programme — the plan of action to support the development of digitised instruments for public administrations, businesses and citizens — has reached its midway point. Member State representatives gave an update on the new European Interoperability Framework’s implementation status, challenges and highlights.

John Dann, Director of the Official Journal of Luxembourg at the Ministry of State and Chair of the ELI task force, gave a presentation on ELI. His key message was that the ELI system has advanced with the help of participating Member States who have implemented the ELI system and are continuously supporting and refining it. On that note, the presentation invited Member States to broaden the territory of open, transparent, reliable and interoperable legal data by adopting the ELI standard.

Referring to Queen — the celebrated British rock band that achieved enormous international success — John Dann emphasised the importance of diverse people coming together and sharing the same purpose. He stressed that audacity, creativity, decisiveness and belief are key to success and that these four qualities pushed ELI forward in its early days to where it is today.
