Implementation of the three ELI pillars in Luxembourg

On 1 January 2017, the portal of the Official Gazette of the Grand Duchy of Luxembourg started using all three pillars of the European Legislation Identifier (ELI): http://legilux.public.lu/ .

The ELI semantic web solution was introduced at the same time as the complete overhaul of the legislative database based on ‘linked open data’ technology and the graphic redesign of the Luxembourg web portal. As of 2017, only the electronic version has legal value.

The legislative database of Luxembourg’s Official Gazette has been accessible via ELI HTTP URIs since 2015, which corresponds to the introduction of the first ELI pillar. Since 1 January 2017 another step has been completed, with ELI metadata now published in RDFa format.

John Dann, Director of the Central Legislation Service at the Ministry of State of Luxembourg, is also the Chair of the ELI Task Force which oversees the ELI initiative.

The launch of the new Legilux portal, which fully incorporates the ELI solution, is the final step in a project that John has led since its early stages.

But the project does not stop there. In 2017, the identifier will undergo further changes to include consolidated versions, a harmonisation of the terminology used with Eurovoc and metadata at article level.
